Owner’s Dam Safety Program Audit
Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) nominees to perform an
external audit of PG&E’s owner’s dam safety program (ODSP) in 2026. PG&E plans
to conduct the audit in accordance with Federal Energy Regulatory Commission (FERC)
guidelines, which require owners of dams with high and significant hazard potential to
retain an independent expert (or team of experts) to audit their ODSPs at minimum 5-year
intervals. PG&E’s previous external ODSP audit was completed in 2021.
PG&E plans to use a panel of external dam safety experts comprising the following
individuals to conduct the 2026 ODSP audit:
• Dr. Ross W. Boulanger, PhD., P.E.
• Mr. David A. Gutierrez, P.E., G.E.
• Mr. Douglas L. Johnson, P.E.
• Mr. Stephen J. Rigbey, M.A.Sc., P. Eng
Resumes and statements of qualifications for Dr. Boulanger, Mr. Gutierrez, Mr. Johnson, and Mr.
Rigbey are enclosed with this letter for FERC review and acceptance (Enclosure 1).
PG&E acknowledges that Mr. Rigbey and Dr. Boulanger were members of PG&E’s 2021 ODSP
audit team. In addition to their extensive experience and qualifications, PG&E retained Mr. Rigbey
and Dr. Boulanger for the 2026 audit because of their ability to provide continuity and insight
derived from their historical knowledge and deep understanding of PG&E’s dam safety program;
PG&E selected Mr. Gutierrez and Mr. Johnson to provide fresh perspectives and judgment based
on their experience with numerous dam safety programs across the United States. PG&E believes
the proposed audit team will conduct a critical, independent assessment and offer valuable
recommendations for improving and enhancing PG&E’s ODSP.
PG&E plans to conduct its ODSP audit through document reviews, virtual and in-person meetings,
and field visits. The audit team will have the authority to select documents for review, sites to visit,
and candidates to interview as part of the audit. PG&E will support the audit team by providing the
access and resources necessary to conduct a thorough and independent review.

In accordance with FERC guidelines, PG&E will provide the audit team with representative
documents pertaining to its ODSP (e.g., standards and procedures, surveillance and monitoring
reports, operation and maintenance records, and personnel training logs) for review and
examination. The audit team will interview PG&E leadership, PG&E’s Chief Dam Safety Engineer,
dam safety program managers and supervisors, local dam safety engineers, operations and
maintenance crews, and other PG&E coworkers who support the ODSP. PG&E is planning for the
audit’s document review phase to begin in early August, followed by interviews and field visits
during the first half of October 2026. PG&E expects to receive the audit team’s final report in
early 2027.

David Gutierrez has worked in a variety of capacities over his 40-year
engineering career. He is considered an expert in overall water
management and dam safety, and has created and led some of the most
complex water management programs within the State of California.
As Chief, Division of Safety of Dams (DSOD), Mr. Gutierrez worked
on all aspects of dam safety and participated in the design and
construction of numerous major dams built or repaired in California.
He completed complex dam engineering analysis including hydrologic,
concrete dam structural analysis, geotechnical and seismic design,
construction oversight and overseeing the maintenance of dams. As
Executive Program Manager, Mr. Gutierrez developed and managed
the Sustainable Groundwater Management Program which will be used
to protect the groundwater basins in California and support local
agencies to achieve sustainable groundwater management. Mr.
Gutierrez also led the effort in completing regulations for the
California Water Commission’s Proposition 1 - Water Storage
Investment Program. As a Deputy Director within the Department of
Water Resources, he also managed the FloodSAFE program,
California’s $5 billion effort to improve California’s levee system and
overall flood management.
He has also served as Project Manager, Principal-In-Charge and Senior
Advisor on a number of dam design, evaluation and analysis projects
completing or reviewing technical memoranda, design reports, plans
and specifications and other technical reports. He also served as in
independent consultant and/or facilitator on numerous Part12D
inspections and conducted many peer reviews or Owner’s Dam Safety
Audits for dam safety programs.
Over the course of his career, Mr. Gutierrez has worked with cities, counties, public works agencies, water and
flood control agencies, attorneys, the California Legislature, United States Congress, State of California’s
Governor’s Office, President of the United States’ Administration, and other entities. A variety of programs and
projects required significant political and stakeholder interaction, lobbying for various national dam safety
programs, securing federal funding for state levee projects, and testifying in front of Congress or the State
Legislature. Mr. Gutierrez has developed and managed various stakeholder processes on various projects. This
includes forming and collaboratively working with Tribal Advisory groups, Non-Governmental Organizations
and State and federal permitting agency partners to achieve common goals.
Mr. Gutierrez has served on various national boards and committees including the Board of Directors for the
Association of State Dam Safety Officials (ASDSO), President of ASDSO, Chair of the Legislative Committee of
ASDSO, the National Dam Safety Review Board, the Department of Homeland Security Government
Coordinating Council, and the State of California’s Strong Motion Instrumentation Advisory Committee.

Oroville Dam Response and Recovery, California Department of Water Resources (DWR), Oroville, CA.
Requested by the Director of DWR and Governor’s office to assist in the emergency response and recovery of
the spillways at the Oroville Dam. The emergency response has included managing the operation of the spillway
and Oroville complex to prevent and manage flood flows to prevent loss of life and property. During the
emergency response, provide technical expertise and guidance to the Director of DWR and the Governor’s office.
The emergency recovery of Oroville has included developing a management plan; plans, specifications and bid
documents; working with regulatory agencies; and determining the cause of the incident. Among other duties,
acted as a liaison between DWR and Federal Energy Regulatory Commission (FERC) and to DWR and the
forensic team in charge of determining the factors associated with the incident.
Contra Costa Water District, Dam Safety Engineering, Contra Costa Water District, Contra Costa
County, CA.As project manager led a team of engineers completing a variety of assignments for the District.
The District owns 4 earth dams of various sizes from 30 to 200 feet high. Projects included, development of
instrumentation reports, review of the dam safety program, development of a 10 year capital outlay program,
development of inundation maps and emergency action plans for 2 dams, design of repairs and modifications to
various dams.
City of Vallejo, Dam Safety Engineering, Vallejo, CA.As senior advisor provide engineering and
management leadership to a team of engineers completing a variety of assignments for the City. The City owns 7
aging earth dams of various sizes from 30 to 100 feet high. Projects included, development of instrumentation
reports, review of the dam safety program, completion of emergency action plans, completion of inundation maps
and development of a capital outlay program.
Pacheco Dam Design, Santa Clara Valley Water District, Hollister CA. As principal in charge and senior
advisor, lead a team of engineers for the design of the proposed spillway. Pacheco Dam will be a 200-foot-high
earth dam with a concrete lined spillway. Also serve as senior advisor on the entire project to AECOM.
Tuolumne Log Pond Dam Rehabilitation Project, Tuolumne County, CA. Project Manager for the design
of a major rehabilitation of a concrete gravity dam. Developed conceptual design and led design team in the
evaluation and design of the concrete gravity dam including redesign of a new spillway.
Lower Hell Hole Dam Repair, Placer County Water Agency, Placer County, CA. As project manager, led a
team in the evaluation and design of Lower Hell Hole Dam. Construction flaws were discovered in the 400-foot-
high rockfill dam which was constructed in 1966. The embankment includes a sloping core and downstream
filters transiting to a rockfill shells. During planned modifications to the dam, it was discovered the downstream
filter was not properly placed in the upper 30 feet of the dam. GEI designed a repair of the dam including
installation of filter material.
New Bullards Bar Dam, Yuba County Water Agency, Yuba County, CA. Project Engineer for the design of
a secondary spillway at New Bullards Bar Dam and Senior Advisor for spillway assessment for the existing
structure. New Bullards Bar Dam is a 600 feet high concrete arch dam. The dam has a gated spillway structure in
the left abutment of the dam including a concrete chute spillway. YCWA is providing additional flood protection
with a secondary spillway in the left abutment of the dam. As project engineer, lead a team of engineers and
environmental scientist in the design of a large open channel spillway including radial gate structure. As Senior
Advisor, provided engineering consultant expertise regarding the assessment of the existing concrete spillway
chute and gated structure.
Gibraltar Dam Evaluation of Spillway and Repairs, City of Santa Barbara, Santa Barbara, CA. As project
manager, led the evaluation of the spillway at Gibraltar Dam. Gibraltar Dam is a 170-foot-high arch dam that was
infilled with roller compacted concrete. The spillway is a gated structure with a concrete slab. The dam was
constructed in 1920 and the spillway is aged and in need of repair. The spillway was thoroughly evaluated then a
design to repair the slabs was conducted.
Trembath Detention Basin, Contra Costa Flood Control and Water Conservation District, Antioch CA.
Senior Advisor for the preliminary design of Trembath Basin. Review and provide senior direction for the
exploration, analyses, and preliminary design of the Trembath Detention Dam. The dam will be approximately 17

feet tall and capable of storing 100 acre-feet and will be used to temporarily store and reduce peak storm flows
within the creek.
Santiago Creek Dam Evaluation of Spillway and Repairs, Irvine Ranch Water District, Irvine CA.As
project manager, led the evaluation of the spillway at Santiago Creek Dam. Santiago Creek Dam is a 90 year old,
136 foot high earth dam. The dam has a concrete lined spillway in the left abutment with significant damage due
to aging. The spillway was thoroughly evaluated including hydrologic, hydraulic, structural evaluations and
nondestructive testing. It was determined the spillway needed replacement and major repairs have begun.
Conn Creek Spillway Evaluation, City of Napa, Napa CA. As project manager, led the evaluation of the
spillway at Conn Creek Dam. Santiago Creek Dam is a 80 year old, 125 foot high earth dam. The dam has a
concrete lined spillway in in a saddle with significant damage due to aging. The spillway was thoroughly evaluated
including hydrologic, hydraulic, structural evaluations and nondestructive testing. It was determined the spillway
needed replacement.
Felt Dam Design, Stanford University, Menlo Park, CA As a senior advisor and principal in charge, provided
support for the design of the new Felt Dam which will be replacing an existing earth dam. The new Felt dam will
be an approximately 100 feet high zoned earthfill embankment. The design will include a concrete encased outlet
and concrete pipe spillway. The dam will store an 1800 acre-feet reservoir for the purpose of water supply for
Stanford University. Construction is expected to begin in 2025.
Sites Reservoir, Sites Authority, Glenn and Colusa Counties, CA. As principal in charge and senior advisor,
lead the GEI team in the design of 11 saddle dams for the Sites Project. There will be a total of 14 dams creating
a 1.5 million acre-feet reservoir. The saddle dams will all be earthfill dams and will be a combination of zoned
and homogeneous dams with heights ranging from 20 feet to 100 feet. The GEI team will also review all dam
related designs including the main dam, outlets, spillway and other appurtenant structures. The team will review
all geotechnical information and complete the various studies to complete the design including, but not limited to
seepage analysis, static and seismic stability, rapid drawdown etc.
FERC Part 12D Independent Consultant for Numerous Projects. Independent Consultant for the review of
numerous Dams that are under the regulatory authority of FERC. This work includes reviewing background
information including: instrumentation data, historical documents, plans, specifications and technical reports;
conducting field inspections; facilitate or serve as a technical expert for potential failure mode analysis and make
overall evaluations of dams. This work also includes completing FERC required reports including Part12D Safety
Inspection Reports, Potential Failure Mode Analysis Reports, Supporting Technical Information Documents,
Dam Safety Surveillance and Monitoring Reports and Dam Safety Surveillance and Monitoring Plan Reports.
Semi Quantitative Risk Analysis, Subject Matter Expert, Lake Hodges Dam, City of San Diego, San
Diego California. Subject Matter Expert for the evaluation of Lake Hodges Dam which is a 100 year hold 120-
feet-high concrete multiple arch dam. Work included reviewing background information, developing potential
failure modes, evaluating and completing a semi-quantitative risk analysis for potential failure modes including
consequence of failure and probability of failure mode. Expertise included hydrologic, hydraulic, structural,
seismic, and geotechnical issues.
Inundation Mapping and Emergency Action Plan for Yosemite Dam, Merced Irrigation District,
Merced County, CA. Served as Project Manager for the development of a programmatic approach for the
inundation mapping and Emergency Action Plan for Yosemite Dam. A 2D model was developed which
represents a hypothetical failure of the dam.
Spillway Assessment Program. Developed the spillway assessment program within GEI. Spillways throughout
California are being assessed throughout California as a result of recent events at Oroville Dam. Was also project
manager on a number of spillway assessments throughout California.
Independent Peer Review of the Bureau of Reclamation, U. S. Parks, Tennessee Valley Authority and
several State Dam Safety Programs.As a member of a team, evaluated mission, objectives, policies and

Independent Auditor for FERC Owners Dam Safety Program, Several Programs throughout the United
States.Completed several audits per guidelines developed by FERC. The audits included pre-audit planning, and
preparation; observation of inspections, interviews and preparation of a reports. The purpose of the audit was to
meet FERC requirements in addition to reporting on the adequacy of the dam safety program and to provide
recommendations for continued improvement of the dam safety program.
REVIOUS DAM PROJECT EXPERIENCE
Mr. Gutierrez has extensive experience in dams including design, construction, evaluation and repairs. He has
worked at every level within the Division of Safety of Dams up to and including the Chief. Responsible for all
aspects of managing the program including organizing and directing the work of engineers, geologists and
administrators, developing policies and procedures, budgeting and work with the Governor’s office, legislature,
dam owners and the public. As a project engineer, he completed design evaluations, complex engineering
analyses and construction inspections of dams and their appurtenant structures. He worked on hundreds of dam

(FEMA), Corps of Engineers, Bureau of Reclamation, Federal Energy Regulatory Agency (FERC), U. S.
Department of Agriculture, Tennessee Valley Water Authority and other Federal Agencies to advise FEMA on
the direction of the National Dam Safety Program. This includes understanding risk of dam failures and

Seismic Procedures, Federal Energy Regulatory Commission, Washington DC.As a member of the
seismic procedures panel for FERC, served as an expert panel member for the development of FERC’s Seismic

seismic safety program.

Doug Johnson brings over 41 years of professional experience with responsibilities in dam
safety and water resources engineering and management. He recently retired as Regional
Engineer for the Federal Energy Regulatory Commission, Division of Dam Safety and
Inspections, in the Portland Regional Office, where he managed an office of 18 staff and

South Feather Water and Power Authority Dam Breach and PMF Studies / Oroville CA (July 2025 – December 2025)
As senior consultant, he guided the engineering team in updating the Probable Maximum Flood studies for Sly Creek and
Lost Creek Dams. He also oversaw new dam breach studies and the development of inundation maps for Little Grass
Valley, Sly Creek, and Lost Creek Dams. The studies utilized the latest versions of the USACE HEC-HMS and HEC-RAS
software. Managed the team’s workload and provided senior QA/QC on their analyses and reports.
Sweetheart Lake Hydroelectric Project / Juneau AK (2025)
Senior consultant. Served as a hydrology/hydraulics expert and regulatory specialist on the team working as owner’s
engineer for the proposed Sweetheart Lake Dam and Hydroelectric Project near Juneau Alaska. This project would involve
construction of new 100-foot-high concrete dam, power tunnel, powerhouse and transmission facilities.
Grizzly Forebay Dam Plunge Pool Inspection and Engineering Assessment / Quincy, CA (October 2025 - December 2025)
Senior Consultant. Provided senior oversight of a staff engineer for the plunge pool and tunnel intake structure inspection
for PG&E’s Grizzly Forebay Dam, located on Grizzly Creek, a tributary of the North Fork of the Feather River, in Plumas
County approximately 17 miles west of Quincy, CA. Performed joint onsite observation, correspondence, and
documentation of the underwater dive inspection conducted by Ballard Marine Construction. Jointly prepared an
engineering inspection report that summarized the facility’s background, reference documents, inspection findings, and
comparison of findings from previous inspections.

Performed a peer review as part of the ASDSO Team of the state of Ohio’s dam safety program. Reviewed all laws, rules,
regulations and guidelines and compared them to the FEMA Model Dam Safety program. Met with staff and
management and interviewed them on site. Helped write a comprehensive report evaluating Ohio’s dam safety program
and made numerous recommendations for improvement.
Inflow Design Floods and Hazard Classification Studies/ ID and UT (2024)
Completed detailed reviews of downstream hazard classification and Inflow Design Flood studies that were submitted to
FERC for Idaho Falls Upper Development (P-2842), Grace Dam (P-0020) and Weber Dam (P-1744). Reviews included a
detailed examination of the submitted HEC-RAS 2D models as well as creating additional model runs to determine
sensitivities to various parameters.
Dam Breach Analysis, Ebey Hill Hydroelectric Project / Arlington WA (2021)
Mr. Johnson Performed an in-house dam breach analysis for FERC of the Ebey Hill Reservoir near Arlington to determine if
the downstream hazard classification should be changed. The analysis used LiDAR data to develop a 2D Grid for the dam
and floodplain, then ran the model in HEC-RAS 2D.

Managed the Portland Regional Office of the Federal Energy Regulatory Commission, Division of Dam Safety and
Inspections, which included a staff of 18 engineers and one technician. Regional Office responsibilities included: annual
inspections of 132 high and significant hazard hydropower dams, reviewing and approving plans and specifications for
new dams and modifications to existing dams, overseeing the Part 12D inspection program and reviewing five year
Comprehensive Safety reports by Independent Consultants. Served as the Federal Official responsible for dam safety at
non-federal hydropower projects in Alaska, Washington, Oregon, Idaho, Montana, and Wyoming.
WASHINGTON STATE Dept. of Ecology 1985-2011
Managed the Water Resources Dam Safety & Engineering Section for the State of Washington, which included a staff of
11 engineers and technicians. Section responsibilities included dam safety, well construction and licensing, water
conservation, Referendum 38 funding for irrigation districts.
Developed and organized the periodic inspection program 1990s for state regulated dams in Washington. Coordinated

Alaska dam safety programs. Prepared detailed peer review reports and meet with senior management of these agencies
to present the teams’ findings. Also served on the Bureau of Reclamation’s Independent Review Panel in 1995 which
provided external oversight and guidance on Reclamation’s policies and practices as a dam owner. As the FERC Regional

Hydraulic Engineering

SUMMARY OF EXPERIENCE
Stephen has over 45 years of experience in the hydro industry. After an education in geological
engineering, he spent 30 years with Acres International (now Hatch), working in more than 15 countries
and following numerous projects through investigations, design, construction and remediation. Projects
included large underground powerhouse complexes and tunnels, concrete and earthfill dams,
instrumentation, dam safety and seismicity assessments.
Later, as Principal Geotechnical Engineer and Department Head, he was responsible for quality control,
administration, technical coordination and mentoring/guidance of geotechnical staff within the hydro
division. He was the design manager for the Shikwamkwa replacement dam, a major earth/rockfill
structure with a deep concrete cut-off wall.
Stephen then joined BC Hydro in 2008, and for the next 10 years acted as Director of Dam Safety,
responsible for a portfolio of some 80 dams in highly seismic areas throughout British Columbia with large
landslide and hydrologic hazards. BC Hydro’s Mica Dam, located at the head of the Columbia River,
remains the highest hydro dam in North America at 243m, with a consequence potential of unmatched

international proportions. As Director of Dam Safety, he was responsible for maintaining a world-class
dam safety management program, including monitoring and surveillance, the identification and
prioritization of all associated risks, initiating Investigation and Capital projects, and providing technical
oversight to these projects. He was accountable for all risk studies and decisions, and the justification of
these decisions to the Board of Directors, the Government and to the public. He had a staff of about 35
professionals, technologists and support staff, developing and implementing a 10-yr Capital Plan totalling
$1.9 Billion in dam safety projects.
Stephen left BC Hydro in 2018, and now continues to consult to the hydro community, mainly in the areas
of dam safety management and risk assessments. He has conducted reviews of dam safety programs in
Sweden, Iceland, Turkey, Canada and the United States. He was a member of the Independent Forensics
Team which investigated the two spillway failures at the Oroville Dam in California which resulted in the
emergency evacuation of 188,000 people. He has also provided a high-level review of alternative
conceptual layouts for a hydro redevelopment project (dam and spillway arrangements) in the United
States.
Stephen has been an invited speaker at numerous events, sponsored by ANCOLD (Brisbane), NZCOLD
(Christchurch), and ICOLD-INCA (Mexico City). Stephen has also recently presented at and facilitated
workshops on failure mode identification and analyses.
As a member of the Canadian Dam Association (CDA) Dam Safety committee, Stephen was heavily
involved with the 2013 review and updating of the Dam Safety Guidelines. He continues with the
committee, and is currently the lead of a working group drafting an upcoming Technical Bulletin on the
identification and characterization of failure modes. He was the international reviewer during the
preparation of the 2024 New Zealand Dam Safety Guidelines.

x Dam Investigations and Design : Stephen has been the Project Manager for the design of a 35-m
high, 500-m long embankment dam founded on sands and gravels, including a 65-m deep plastic
concrete cutoff wall. He had previously managed an investigations and monitoring program for the
original dam, which included an extensive remote automated instrumentation system, development
of a detailed Emergency Preparedness and Response Plans, infilling of sinkholes, geophysical surveys,

exploratory boreholes through the damaged core of the dam, and sonar surveys of the headpond. A
methodology for precise sonar surveying of the sinkholes was developed under Stephen’s supervision
as part of the work for this project. Stephen was the lead field investigator in the extensive
inspection, testing and instrumentation study that first defined AAR as the cause of movements
within the concrete gravity intake/spillway and powerhouse at the Mactaquac generating station,
New Brunswick.
x Operational Safety and Quality Control: At BC Hydro, Stephen was responsible for initiating and
reviewing all major projects involving water passages and dams, and for initiating changes to spillway
and reservoir operations as necessary for interim risk management. At Acres, he was responsible for
the administration and technical coordination of all geotechnical work on hydro projects, including
seismicity assessments. Stephen also has significant experience in quality control reviews, and has
acted as Lender's Engineer in the review of designs and construction of dams in Panama and India.
x Dam Safety Management: Stephen has been a member of Advisory Boards for various projects, and
has conducted in-depth audits of dam safety management programs in Sweden and Turkey, as well as
assisting in the development of a program in Brazil. He was a member of the Independent Forensics
Engineering Team investigating the February 2017 spillway incidents at the Oroville Dam in California,
which resulted in significant damage and the precautionary evacuation of almost 200,000
downstream residents. In particular, he investigated how dam safety organization and management
practices contributed to the incident.
x Dam Safety Risk Assessments as Director Dam Safety at BC Hydro:
Example studies and decisions include:
x Elimination of seismic upgrades at a dam on Vancouver Island in favour of buy-outs and
removal of downstream residents, and the establishment of various interim-risk
management measures, including public education and signage while proceeding with long-
term (30-yr) plans for seismic upgrades at other dams on the island. In contrast, a major
seismic upgrade program was initiated in the adjacent river basin. Challenges included
defending the differences in risk approach for the adjacent communities, and justifying why
it was not necessary to close campgrounds in the inundation area where residents had been
removed.
x Acceptance of different levels of increased hydrologic risks due to reduced spill capacity
during various major capital upgrades.
Stephen also had oversight and accountability for 3-4 dam safety reviews each year performed by
external consultants.
x Other Dam Safety Assessments and Risk Studies: These include:
Acting as chair of an Advisory Board for Manitoba Hydro reviewing the risks associated with damaged
spillway piers and the appropriateness of interim risk management measures.
Risk study for a partially-lined rock tunnel with a history of rock collapses, that is critical to the supply
of water for power production at an aluminum smelter. Various alternatives to reduce failure risk
were compared on a Net Present Value Basis.

x Rock Mechanics and Geological Engineering : Stephen has designed layouts and support for
underground powerhouses and tunnels under various conditions, including extremely high horizontal
in situ stresses and time dependent deformations. Design studies have included the development of
specialty laboratory tests to investigate swelling rock pressures. He also has experience in the
laboratory and field identification of alkali-aggregate reactions. Stephen spent 2 years on-site in India
during the construction of a major underground power facility, and was also Resident Site Engineer
during the construction of a 600-m long, 3.5-m dia adit and a 13.5 m dia trial excavation chamber in
Southern Ontario shales. He was involved onsite at the Karun III project in Iran during the
construction of a 200-m concrete arch dam and underground powerhouse complex. He also worked
for a number of years on the Niagara Diversion Tunnel project, a10-km long, 14.4-m diameter rock
TBM drive, including investigations, design, and the development of the project Geotechnical

Project Manager responsible for a study to examine possible causes of, and to develop alternative
remedial options for, significant leakage at the Old Mill Station subway tunnel portal, Toronto, Ontario.
The study included geotechnical investigations, conditional surveys and a full-scale pump test.
Inspection and interpretation of monitoring data, detailed hydrogeological site assessment, and detailed
analysis of groundwater chemistry for the Irving Paper aeration and stabilization basin. The basin
containment dike is constructed on a soft marine clay deposit, Saint John, New Brunswick. Preparation of
yearly monitoring reports are issued for the New Brunswick Ministry of the Environment.
Project Manager for potential rockfall studies on 48 highway rockcuts in eastern Ontario. Report included
recommendations for remediation, cost estimates and benefits.
On-site consultation for remediation of a collapsed 3.5-m dia tunnel in overburden in Bolivia.
Design of remedial works for a 100+ m slope undergoing long-term creep in weathered rock over a water
tunnel intake for the Cañon del Pato project in Peru. On-site consultations and construction reviews.
Provided on-site technical advice for the Second Power Reconstruction project, Bosnia and Herzegovina,
in the planning for re-instrumentation of the Bocac and Trebinje dams following damage during the war.
Developed specifications for international tendering through the World Bank. Instrumentation included
precise survey equipment for geodetic monitoring, regional seismicity monitoring and local accelerometer
networks, automatic weather stations, and various geotechnical instrumentation systems, including
telependula, vibrating wire piezometers, strain gauges, tiltmeters, and ADAS systems.
Vibrating wire piezometer design and installation in boreholes in Welland, Ontario, to measure uplift
pressures on tunnel portal structures for the Ministry of Transportation, Ontario. Readings were data
logged and alarm software developed for notification via a remote communications link.
Pre-bid and final designs of underground excavations for the Western Beaches combined sewer outfall
storage tunnel (3 m dia, 4 km long) in Toronto, Ontario. The project also included excavation of 30-m dia.
shafts through rock to tunnel elevation. Ongoing site visits and consultation during construction.
Design of bar anchor and lining support for two 9-m dia. mine shafts in Wyoming for use as storage bins.
Coordination of tender preparation and pre-bid design of underground support, including large bar
anchors and shotcrete for the Nam Ngum III project in Laos (involving a 440-MW underground
powerhouse scheme and 10 km of 5-m dia. tunnels).
Project Manager for the Welland River shoreline rehabilitation project, involving the stability assessment
of natural, concrete wall and other shoreline types along an unused ship canal and the development of
remedial recommendations and cost estimates.
Tunnel inspections and stability reviews for two 4- to 6-m dia. power tunnels in northern Ontario. Review
of existing bar anchor and shotcrete support and design of remedial measures.
Acres International Senior Geological Engineer 1990—1996
Design of layout and support for an underground powerhouse and water transfer tunnels for the Alto
Cachapoal project, Chile, including excavation design and sequencing, bar anchor and shotcrete support
design for both drill and blast and TBM excavation.
Site reconnaissance and project layout review for the Upper Marsyangdi hydroelectric project, Nepal.

Review of alkali-aggregate reactivity (AAR) in the concrete of three locks in the St. Lawrence Seaway
system, including the preparation of instrumentation plans for long-term monitoring of concrete growth.
Assessment of rock/concrete shear strengths for the stability analyses of a number of concrete gravity
structures in northern Ontario.
Review of conceptual plans for the underground storage of low-level radioactive waste in Ontario.
Assisted in the preparation of tenders and contract awards.
Responsible for the long-term automation planning for geotechnical instrumentation at a number of
hydroelectric plants in northern Ontario, and the design and installation of remote monitoring systems.
Project Engineer for the Malvern remedial project, involving site preparation for the sorting and storage
facilities for 9000 m3 of mildly radioactive contaminated soils. Responsible for detailed final designs,
contract preparation, construction supervision and contract closeouts.
Resident Site Engineer during the Stage 3 geotechnical investigations for the Niagara River hydroelectric
development. These investigations included the construction of a 600-m long, 3.5-m dia. adit and a 13.5-
m dia. trial excavation chamber in the Queenston shale by means of roadheader. The site was affected by
high in situ stresses, highly corrosive groundwaters and swelling rock conditions. The program also
included various instrumented arrays, measurement of in situ stresses, borehole dilatometer and
geophysics testing, and the development of special in situ and laboratory testing for rock swell.
Geotechnical coordination for the definition phase design of the generation facilities for the Niagara River
hydroelectric development. These facilities included a proposed 26-m wide powerhouse cavern,
transformer gallery, 12.5-m dia. penstock and tailrace tunnels, and associated access tunnels. Design
studies included 3D boundary and finite element analyses of the underground complex, and preliminary
support design. The work was superseded by the Niagara Diversion Tunnel project.
Coordination of geotechnical and geophysical field investigations for feasibility and final design of a
proposed extension to the Owen Falls generating station, Uganda. Responsible for overall review of
project seismicity. The project involves a 20-m deep cut in residual soils for a 1-km long power canal and
an intake structure on very weak bedrock foundations.
Coordination of investigations for feasibility of siting a health center on an existing landfill in Toronto,
Canada. Specific concerns included methane gas control and excavation/redisposal of solid wastes.
Acres International Geological Engineer 1978—1990
Resident geotechnical representative at the construction site of the 540-MW Chamera hydroelectric
generating station in Himachal Pradesh for National Hydro Power Corporation of India. Work included
x supervision of rock excavation, rock support and quality control for 9.5-m dia, 6.5-km long power
tunnel, underground powerhouse complex and tailrace tunnel. Installation of 10.5-m long, 52-
mm high tensile hollow core bar anchors in crown, and 13-m long, 36-mm dia anchors in walls
x training and transfer of technology to a group of local engineers and geologists
x geotechnical instrumentation.
Planning and supervision of drilling, testing and instrumentation at the Mactaquac generating station,
New Brunswick. Investigation of structures and their foundations included determination of concrete
characteristics of, and defining the cause of movements within, a concrete gravity intake/spillway and

powerhouse. Fieldwork involved a study of concrete cracking and construction joint conditions by
borehole photography and ultrasonic methods. Instrumentation installations included tape and borehole
extensometers, normal and inverted plumb lines, various deformation and strain gauges, pneumatic
piezometers and thermocouples. Concrete tests included direct shear, strength and index properties,
thermal properties and both standard and non-standard tests for potential AAR.
Involved in geological investigations for a major project in the Middle East including in situ stress
measurements in deep boreholes and core orientation studies.
Development of stereographic projection, statistical analysis and other computer program packages for
general use in interpretation of geological field data.
Feasibility site reconnaissance and geologic interpretation of general site conditions for the Sentani
hydroelectric project in Irian Jaya, Indonesia. Project involved 4-m dia. tunnels through karstic limestone
ridges and 20-m deep channel excavations in weak soils. Evaluation of bids for field explorations.
Detailed dam abutment geologic mapping and assessment for the proposed Granite Canyon hydroelectric
development, Yukon.
Development of a computer aided borehole photography interpretation system for use in a foundation
investigation program for the spillway at the Limestone generating station, Manitoba.
Prefeasibility site reconnaissance for the Yom-Nan diversion project in Thailand. Responsible for
interpretation of general site conditions for determination of project feasibility. Project involved a 25-km
long, 8-m dia. tunnel in rock and 48-km of canal excavation in residual soils.
Responsible for geological mapping, core logging, borehole photography and geological interpretation of
site conditions for the Upper Salmon hydroelectric development, Newfoundland. Project involved
excavations up to 25 m in vertically fissile rock, greater than 5 km of earth-fill dams and dikes up to 25 m
high, and overburden excavation for diversion channels. Preparation of data for tenderers and technical
specifications for contract purposes. Calculations of rock slope stability and support requirements on site
during part of the construction period to review the rock excavations and performance of bar anchors.
Responsible for installation of dam instrumentation and supervision of post-impounding monitoring
program. Instrumentation included inclinometers, hydrostatic settlement profile gauge, tape
extensometer and pneumatic piezometers.
Layout, field supervision and report on an exploratory drilling program related to the stability of a
powerhouse rock intake tunnel near Wawa, Ontario.
Responsible for geological mapping, core logging and geological interpretation of site conditions during a
major investigation program for a thermal power generating station at Atikokan, Ontario. Project involved
dam rehabilitation, construction of rock tunnels, deep excavations in rock and overburden, and heavy
structure foundations.
