County Executive Officer, Napa County; Chad Rinde, CPA, Director of Finance, Sacramento County; Roberto Manchia, County
Executive Officer, San Mateo County and Eric Lawyer, CSAC Senior Legislative Advocate.
The CSAC Institute recently concluded its May SB 827 Fiscal and Financial Management
Training as part of its spring program offerings, bringing together county officials and staff to
strengthen their understanding of fiscal accountability, budgeting, financial reporting, and
oversight responsibilities in county government.
The Institute extends its sincere appreciation to the instructors who shared their expertise and
practical insights throughout the program: Leanne Link, Roberto Manchia, and Chad Rinde.
Held on May 11 and May 28, the sessions were designed to satisfy the two-hour training
requirement established under Government Code § 53238 and provided participants with a
practical foundation for understanding public finance and financial stewardship in the county
environment.
Planning is already underway for additional SB 827 training opportunities this fall. More
information, including dates and registration details, will be announced soon.

Virtual Summer Learnings with
Dr. Jalaima Nichols
Last week, Dr. Jalaima Nichols led an insightful virtual session on Building High-Performance &
Inclusive Cultures! Participants learned skills surrounding psychological safety, mitigating bias,
and prioritizing inclusive cultures to create and sustain high-performance teams.
What are successful ways to create an inclusive culture? One participant synopsized a core
element: "Active listening... authenticity... know that we are all there to solve the same issue, but
we have differences on how to solve that issue."
Thank you, Dr. Nichols, for sharing your time and knowledge with us!
