Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) request for an extension of time to
address the Federal Energy Regulatory Commission’s (FERC) comment (C-1) on the 2021
emergency action plans (EAP) and dam breach analysis and inundation maps for Bucks Storage
Dam, Bucks Diversion Dam, Grizzly Forebay Dam, and Three Lakes Dam, which is part of PG&E’s
Bucks Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 619.
Included with PG&E’s extension of time request is a reasoned basis for the request, per Title 18 of the
Code of Federal Regulations, Section 12.40(d). PG&E submitted its original plan and schedule for
addressing the recommendation in a letter to your office dated June 16, 2025, and provided its most
recent update regarding the recommendation on February 27, 2026.
The extension of time request and reason for the request are enclosed with this letter (Enclosure 1).
Should you have technical questions concerning this matter, please contact Ben Fontana, senior dam
safety engineer for PG&E, at (530) 762-9459. For general questions, please contact Andrew Garcia,
license coordinator for PG&E, at (530) 228-8990.
Sincerely,
Robert O. Ellis, P.E., G.E.
