Dear Frank L. Blackett:
This letter presents Pacific Gas & Electric Company’s (PG&E) report on PG&E’s
standards, processes, and procedures for inspecting and maintaining its inventory of
debris booms. PG&E committed to reviewing its debris boom management program in a
September 12, 2025, letter to the Federal Energy Regulatory Commission (FERC), which
provided a 12.10(a) incident report for a broken log boom at Pit 1 Diversion Dam. Although
Pit 1 Dam is part of PG&E’s Pit 1 Hydroelectric Project (FERC No. 2687), the debris boom
management program review extended to PG&E’s entire hydro portfolio. PG&E requested
an extension of time to complete the review in a letter to FERC dated February 26, 2026.
The results of PG&E’s debris boom management program review are summarized in
(Enclosure 1).
