Dear Frank L. Blackett:
This letter presents a hydrologic hazard analysis report and memorandum on shear-wave velocity
data for Philbrook Dam, which is part of PG&E’s DeSabla-Centerville Hydroelectric Project, Federal
Energy Regulator Commission (FERC) No. 803. These two studies were referenced during the
potential failure mode analysis and risk workshops for the Part 12D comprehensive assessment
(CA). The workshops were held April 20–24, 2026, and May 18–21, 2026. The two studies are
provided for FERC’s records.
The hydrologic hazard analysis report is provided in (Enclosure 1). The memorandum summarizing
site-specific shear-wave velocity data used to inform ground motions at Philbrook Dam is provided
in (Enclosure 2). PG&E has reviewed the consultant’s hydrologic analysis report and concurs with
the information presented therein.
