Project Overview
The Northern Circle Indian Housing Authority (NCIHA, Applicant ) proposes to develop a grant-funded,
multi-phase housing development, the Maidu Mountain Lion Housing Development, to provide
housing for the Berry Creek Rancheria of Tyme Maidu Indians of California (Tribe) on the approximately
7.76-acre parcel identified by Assessor’s Parcel Number (APN): 068-341-010 located at 4001 Hildale
Ave, Oroville, California (Site), directly adjacent to land held in trust for the Tribe.
The Site is fee land within the jurisdiction of the County of Butte (County) and has a land use designation
of Medium Density Residential (MDR) per the Butte County General Plan 2040 and a zoning designation
of MDR. In order to develop the Site with 22 new residential units, the Applicant requested a General
Plan Amendment and Rezone to change the land use and zoning designations of the Site to Planned
Unit Development (PUD) and Planned Development (PD), respectively. Additionally, the Applicant
proposed a 2-lot Minor Subdivision to facilitate two phases of development at the Site, each with
potentially distinct income restrictions on the housing, depending on the funding source. The Applicant
understands that additional development in the future would require a subsequent Planned
Development application.
The Project was approved by the Butte County Planning Commission and Board of Supervisors on
September 25, 2025, and October 28, 2025, respectively (GPA-0001, PUD24-0001, and TPM25-0001).
Proposed Modifications
As described above, the Applicant proposed a 2-lot Minor Subdivision to facilitate two phases of
development at the Site. Phase 1 was originally proposed to be approximately 4.5-acres, while Phase
2 was originally proposed to be approximately 2.8-acres. The Applicant is requesting a modification to
adjust the parcel line to follow the curve of the proposed Hipinim Lane. The approximate acreages
with the adjusted parcel line are shown in Table 1, below. The remainder of the project description
originally approved for GPA-0001, PUD24-0001, and TPM25-0001 would remain the same.
