PG&E will allow the Agencies at least 60 days to review and comment on the draft report and will set up a consultation meeting if requested by the Agencies. The final annual report will be filed with FERC by May 31. PG&E will include in the final report any comments and recommendations made by the agencies on the draft report. If PG&E does not adopt a recommendation, the filing shall include PG&E’s reasons based on project-specific information. Under this license, PG&E is required to monitor foothill yellow-legged frog (Rana boylii; FYLF) populations in the bypass reach. This report summarizes the results of 2025 FYLF monitoring conducted in accordance with the Poe Amphibian Monitoring Plan (PG&E 2020), approved by FERC on November 24, 2020, and the Ramping Rates Plan (RRP; PG&E 2023), approved by FERC on March 27, 2023. Both plans were developed in consultation with California Department of Fish and Wildlife, United States Fish and Wildlife Service, United States Forest Service, and State Water Resources Control Board staff (collectively referred to as the Agencies). The objective of the Poe Amphibian Monitoring Plan is to assess the population response of the Poe Reach FYLF population to the new license-required instream flows through surveys for egg masses, tadpoles, and young-of-year (YOY) life stages, and incidental observations of older life stages. FYLF egg mass surveys were conducted at approximately 10-day intervals from April 15 through July 2 at 14 established breeding subsites. Three reach-wide YOY surveys were conducted in 2025 on August 11–12, September 3, and October 7, 2025. The RRP (PG&E 2023) defines two spill recession protocols (Protocol 1 and Protocol 2) designed to mimic the naturally receding hydrograph during the typical FYLF breeding and rearing season. Monitoring is conducted concurrently with ramping to determine spill recession effectiveness at protecting FYLF egg masses and tadpoles. This plan includes additional FYLF egg mass and tadpole monitoring using the same techniques as described in the Poe Amphibian Monitoring Plan, but within the spill recession period. While 2025 was classified as a Normal water year type, heavy snowmelt created higher than usual flow levels in the Poe Reach which continued through early May and limited the ability to conduct a full suite of FYLF egg mass surveys until May 14. The 2025 spring flows met the criteria for the Protocol 1 Spill Recession, which has not been triggered since the RRP was approved. Surveys were conducted daily during the Protocol 1 Spill Recession period from May 19 through May 22. These surveys focused on locating egg masses and tadpole groups and recording any egg masses or tadpoles scoured or stranded, or at risk of stranding, during the receding flows. Stranded or at risk egg masses and tadpoles were translocated to nearby suitable habitat. PG&E also requested and obtained a minimum instream flow (MIF) variance (Variance) in 2025 to enable it to conduct necessary maintenance at Poe Dam (FERC 2025). This Variance resulted in MIFs being lowered below the 500 cubic feet per second (cfs) base flow required in the license in a Normal water year, to about 100 cfs plus a buffer while the work was being carried out. Formal consultation was conducted with USFWS resulting in a biological assessment (PG&E 2025a) and biological opinion (USFWS 2025) that prescribed how flows would be ramped from normal MIFs to the variance flow and required additional FYLF monitoring associated with those flow reductions. This flow reduction and associated monitoring took place from June 23 to July 31 at the two FYLF breeding sites closest to the Poe Dam (Site 4 and Site 7) every three (or less) days during the Variance period. These results are similar to most other Normal water years (e.g., 2003–2005, 2008, and 2016) and the oviposition period of 38 days was average for a Normal water year in the Poe Reach. Four egg masses were found scoured and three egg masses found stranded, all but one during the Protocol 1 Spill Recession. The four scoured egg masses were observed during the Protocol 1 ramping. These scours may have been related to increased edgewater velocity in some microhabitats during flow reductions. One stranded egg mass was found prior to the start of the Protocol 1 Spill Recession, the other two were found during. All three stranded egg masses were translocated to nearby suitable habitat and successfully hatched. Egg masses have been stranded from operational flow reductions in past years and the spill recession protocol is meant to moderate flow reduction events and reduce scouring and stranding caused by flow reductions during the breeding period in high flow years. However, the natural variability of site-specific physical habitat conditions precludes the ability of any ramping protocol from preventing all egg mass strandings. Tadpole stranding incidents were recorded at approximately 12 flow-level reductions (Appendix D) during the MIF Variance drawdown surveys. Approximately 1,241 individual tadpoles stranded or at risk (including five that were considered moribund at the time of capture) were translocated (rescued) and all apparently survived the translocation, including those thought to be moribund. Twenty-four tadpoles were observed to have died as a result of stranding during the MIF flow recession. Another 1,858 tadpoles were observed that were not in danger of being stranded. Notably, no tadpole stranding was observed during the Protocol 1 recession, probably because this occurred earlier in the breeding season before egg masses had developed to hatching. The YOY counts during reach-wide surveys were slightly higher than the combined average from previous Normal water year types but more than double the numbers observed in 2024, also a Normal water year. Conclusions The Ramping Protocol 1 and associated monitoring were successful in protecting FYLF egg masses from stranding, with only four of 75 egg masses scoured, and no egg masses stranded, although two needed to be translocated to prevent stranding. No stranded tadpoles were observed during this ramp. The MIF Variance monitoring was highly successful in preventing stranding of tadpoles (all egg masses had hatched before this ramp began). While about 40 percent of all tadpoles observed were found to be stranded or at risk of stranding, 98 percent of those at risk were successfully translocated and only 24 tadpoles (2%) were observed to have died as a result of stranding. The YOY counts seem to confirm the success of the ramping measures. Young-of-the-year counts were similar to other Normal water years and much higher than the preceding year. Spill recessions and variances were implemented in both 2023 and 2025, and both years had a high number of YOY (PG&E 2024). Decreases in egg mass numbers have been observed since 2021 and may be attributable to the higher base flows under the new license which have partially or completely inundated breeding habitat at many of the known breeding sites (as observed in 2021 to 2025) and/or to siltation events that have regularly occurred during the breeding season throughout the Poe Reach since the recent Camp, Dixie, and Bear wildfires. Document Accession #: 20260601-5109 Filed Date: 06/01/2026 Poe Project (FERC Project No. 2107) 2025 Foothill Yellow-legged Frog Survey Report 1.0 Introduction 1-1 May 2026 Poe Project (FERC Project No. 2107) ©2026, Pacific Gas and Electric Company 1.0 Introduction On December 17, 2018, the Federal Energy Regulatory Commission (FERC) issued a new license for Pacific Gas and Electric Company’s (PG&E) Poe Project, FERC Project Number (No.) 2107 (Project) on the Poe Reach of the North Fork Feather River (NFFR) in Butte County, California (FERC 2018). The new license incorporates State of California State Water Resources Control Board (SWRCB) 401 Water Quality Certification (WQC) Condition 9 and United States Department of Agriculture Forest Service (Forest Service) 4(e) Condition 25 into the license articles. These conditions require PG&E to develop an amphibian monitoring plan to monitor special-status amphibians within the Poe Reach, namely for foothill yellow-legged frog (Rana boylii; FYLF). In addition, Forest Service Condition 23 and SWRCB Condition 5 (incorporated into FERC License Article 401) requires the creation of a Poe Ramping Rates Plan (RRP). The Poe Amphibian Monitoring Plan (Plan; PG&E 2020) was approved by FERC order on November 24, 2020. The Plan was developed in consultation with California Department of Fish and Wildlife (CDFW), United States Fish and Wildlife Service (USFWS), United States Forest Service, and SWRCB staff (collectively referred to as the Agencies). The RRP was approved by FERC March 27, 2023 (PG&E 2023). The RRP specifies that PG&E will implement one of two protocols (Protocol 1 or Protocol 2) for initiating a tempered spill- recession regime during high flows. Under Protocol 1, spill recession is initiated if flows drop below 800 cubic feet per second (cfs) between April 15 and July 31, and requires flows be reduced at an outflow target rate not to exceed 10 percent per day until base flow is reached. Protocol 2 is invoked on May 15, if spill has been continuously over 1,200 cfs since May 1. This recession protocol requires that as flows drop, they be held at 1,200 cfs for seven days, and then reduce at a rate not to exceed 10 percent per day until flows reach 800 cfs. The 800 cfs flow will then be held for seven days, after which flows will be decreased at a rate not to exceed 10 percent every two days until base flow is reached. The Plan specifies additional FYLF monitoring surveys for egg masses and early-stage tadpoles at selected sites during two Protocol 1 and two Protocol 2 events to determine the effectiveness of the ramping in preventing stranding of these life stages. In 2025, flows met the criteria for Protocol 1. FYLF surveys focused on three sites (Subsite 1b, Site 4, and Site 7; Figure 1-1) with daily surveys from May 19, after flow levels reached approximately 800 cfs, until May 22 when minimum instream flows (MIF) of 500 cfs (base flow in a Normal water year type [WYT]) plus a buffer were reached (Figure 2-1; Appendix D). PG&E requested and FERC approved a MIF variance (Variance) during the late summer to support completion of maintenance work critical to the long-term function of the Poe Dam radial bypass gate (FERC 2025). This included implementation of a multi-week spill recession at a 10 percent flow reduction every two days from normal base flows of 500 cfs (plus buffer) until the MIF variance flow of 100 cfs (plus buffer) was reached, as detailed in the RRP. The flow reduction occurred from June 23 to July 31 (Appendix E). The NFFR FYLF population is both State and federally listed as Threatened (California Fish and Game Commission [CFGC] 2020; USFWS 2023). PG&E has been researching and monitoring FYLF in the Poe Reach annually since 2001; however, not all sites were surveyed in 2001 and 2002, and consistent methodologies were not implemented until 2003. Between 2005 and 2018, the objective of the FYLF surveys in the Poe Reach has been to monitor the number of egg masses at selected known breeding locations as an index of population trends for FYLF populations in the upstream Cresta Reach where different flow management regimes, such as recreational pulse flows, were being evaluated. The Poe Reach had not experienced these types of modified flows until 2019. Young-of-year (YOY) surveys were initiated in 2007. In February 2019, PG&E began operating the Poe Reach flows according to the MIF schedule specified in SWRCB, WQC Condition 1 for the new license (FERC 2018), which includes both a modified, increased base flow schedule and recreational pulse flows. The first recreational flow occurred on October 1 and 2, 2022. While developing the new license amphibian study plan, egg mass and YOY surveys continued, thus maintaining the continuity of the long-term dataset. Beginning in 2020, monitoring for FYLF was managed under the new Poe Amphibian Monitoring Plan (PG&E 2020). This report summarizes the 2025 methods and results of: 1) egg mass surveys; 2) YOY surveys; 3); water temperature monitoring; 4) Protocol 1 Spill Recession surveys; and 5) MIF Variance surveys. Subsites 4a and 4b, which are immediately adjacent, were combined into a single, continuous survey site (subsite 4ab) in 2025 because dense vegetation overgrowth has covered previous boundary landmarks and made measurements inconsistent with those from 2020. Site 7 subsites were added to the survey area after the new license was implemented in 2020. Breeding surveys occurred at approximately seven- to 10-day intervals until no new egg masses had been observed for two survey rounds and when flows reached base flow level at the completion of the spill recession. All egg mass surveys were conducted following PG&E’s standardized survey protocol (Seltenrich and Pool 2002) for visual encounter surveys (VESs) and were performed with at least two surveyors, including one snorkeler and one wading surveyor based on a 2003 modification of the protocol. Wading surveyors used Plexiglas® viewing boxes and polarized sunglasses to enhance visibility. Surveys were conducted from the downstream end of each subsite to the upstream end, with a single pass through each subsite. When an egg mass was located, standardized data were collected and recorded. These parameters included location of the egg mass within the site, attachment substrate, distance from shore, depth of egg mass and maximum stream depth at the egg mass, velocity at the egg mass, surface velocity, edgewater and mainstem water temperatures, water temperature at the egg mass, egg mass size, and Gosner developmental stage (to determine the date of oviposition; Gosner 1960). Although surveys focused on locating egg masses, all life stages of frogs encountered were documented and appropriate data sheets were completed for each. Data collected on each juvenile or adult frog captured during egg mass and reach-wide surveys included location, snout-urostyle length (SUL), weight, sex, condition (i.e., gravid or spent), and a chin photo, enabling comparisons of each frog’s unique pigmentation pattern with previously captured individuals (Marlow et al. 2016). For data analysis, egg mass counts were summarized for each site and subsite. These counts were converted to densities (number of egg masses per square meter [#/m2]) and search effort (#/hour) for standardization. The number of egg masses per square meter (m2) was calculated by dividing the number of egg masses by the area surveyed. The number of egg masses per survey hour (person-hours) was calculated by dividing the number of egg masses by the survey time, excluding time for data recording. Oviposition dates were approximated by back-dating from Gosner stages as follows: four stages/day the first two days, two stages/day the next four days, then one stage/day until hatching. Lambda values equal to 1.0 indicate stable populations; values greater or less than 1.0 indicate increasing and decreasing populations, respectively. 2.1.2 Young-of-the-Year Surveys To better understand the distribution and abundance of breeding FYLF throughout the Poe Reach, expanded reach-wide YOY searches were initiated in 2007. The goal of these surveys was to identify additional breeding sites not currently known or monitored and provide an index of annual recruitment. Surveys for YOY included all habitats along the reach as well as the known, numbered breeding sites. The survey timing—from August to October—was chosen because YOY frogs are present in the late summer and early fall at, or near, the egg mass oviposition location where they hatched (PG&E 2020). Surveys were performed by teams of two pedestrian surveyors walking along the bank to flush YOY frogs. Although YOY were the focus of the surveys, data were recorded on all life stages observed. Data collection on YOY included all the parameters recorded for adult and juvenile frogs except weight. 2.1.3 Water Temperature Monitoring Temperature monitoring was included in the Plan (PG&E 2020). Water temperature monitoring was initiated in 2009 and has continued with modifications. To obtain mainstem channel water temperatures, two Onset Stowaway TidbiT® temperature recording loggers were installed: one at the upstream end and one at the downstream end of the reach. Loggers were inserted into perforated PVC pipes and attached with a plastic-coated metal cable to edgewater vegetation. Temperature loggers were set to record at one-hour intervals. 2.2 Protocol 1 Spill Recession Surveys During the spill recession period, VESs were conducted daily for egg masses and tadpoles at subsites 1b, 4ab, 4c, 4d, 7a, 7b, and 7c between May 19 and May 22. A total of four surveys (Figure 2-1; Appendix D) were performed using the techniques described above. One survey (on May 21) was conducted concurrently with an annual breeding VES. Data collected included photographs of distance to shore/edgewater, measurements, and documentation of scourings and strandings, if any (Appendix D). 2.3 MIF Variance Surveys During the MIF Variance flow reduction, surveys were conducted for tadpoles (all egg masses had hatched prior to the start of these surveys) at six FYLF breeding subsites from June 23 to July 31 (Figure 2-1). Surveys were conducted by two pedestrian surveyors at subsites 4ab, 4c, 4d, 7a, 7b, and 7c. Two surveys were conducted concurrently with regular breeding VESs on June 23 (only at Subsite 4c) and July 1 (all Site 4 and Site 7 subsites). When located, tadpole groups were flagged and labeled by date first observed. If found stranded on land or in pools isolated from the mainstem, distance to edgewater measurements were taken along with maximum depth and water temperature. Tadpoles were categorized as: 1) found alive in edgewater, not at risk of stranding; 2) stranded, or at risk of stranding, and rescued; 3) moribund (tadpoles were considered moribund if found still alive, but in a dying state and stranded without sufficient water); 4) dead. Photos were taken at each flow level for each tadpole group site. Stranded and healthy tadpoles were captured by hand or aquarium net, placed in a small vessel for counting, and translocated safely to the closest edgewater within the same subsite. Tadpoles observed alive along the edgewater were recorded and not disturbed (Appendix E). On April 15, the first survey was conducted at three subsites (Site 3, and subsites 4ab and 7a) (Figure 1-1; Photo 7, Appendix C) where safe access was restricted to a few meters along the shoreline. Between April 15 and July 2, 12 pedestrian VESs were conducted at various subsites as each became accessible, but it was not until May 14, when flows receded to approximately 914 cfs, that all subsites were surveyed (Appendix B). Due to swift edgewater velocities from high flow levels during the earlier breeding surveys, snorkeling surveys began in early May. During surveys, mean daily flows (PG&E NF23 gage) declined from 5,171 cfs on April 15 to 418 cfs on July 2, which was after the start of the Variance ramp-down. Surveys in Tributary 5, which is regularly used for access to the mainstem breeding sites from Site 5 downstream, began on April 15 and were conducted approximately every 10 days through July 2 (Figure 1-1). Egg Mass Counts, Distribution, and Habitat Parameters Seventy-five individual egg masses (including 8 inferred by tadpole groups) were recorded at eight breeding subsites (2c, 4ab, 4c, 4d, 5, 6c, 7a, and 7b) (Tables 3-1 and 3-2; Figures 3-1 and 3-2) during VES and spill recession surveys. More than half of these egg masses were found at Site 4ab and nearly 20 percent were found at Site 7b (Site 7 was added to the study area in 2020). Nine egg masses were laid in Flea Valley Creek, the tributary leading to Subsite 4ab. These oviposition sites were found from approximately 3.5 meters (m) to eight m upstream of the confluence with the mainstem (Figure 3-5). One egg mass stranding preceded the Protocol 1 flow recession. This egg mass was observed at Subsite 4ab on May 6 and, though technically within the flow of Flea Valley Creek, it was affected by the receding flows on the mainstem (Photo 18, Appendix C). Seven egg masses were found to be detached from their oviposition site (not considered scoured), and nine egg masses were partially or fully frayed upon first observation at subsites 4ab, 4c, 4d, and 7b. No egg masses were observed in the unnamed tributary leading to Site 3 or in Tributary 5; two unidentified adults and one juvenile were observed in the unnamed tributary to Site 3 in April (where breeding was observed in 2023 and 2024), approximately 175 m from the mainstem breeding site, and many adults and juveniles were observed in Tributary 5 throughout the breeding season (where egg masses have also been observed in prior years). A total of 95.73 person-hours were spent surveying approximately 5,035 m2 within the established monitoring sites, resulting in 0.783 egg masses per survey hour (Table 3-1). The lambda value was 1.32 (Table 3-2). The mean habitat parameters for the 2025 egg masses are reported in Table 3.3. The estimated duration of the breeding season was approximately 38 days, which is near the average for Normal water year types (mean= 39.3 days, excluding 2025) (Table 3-4). The first evidence of breeding was observed at Subsite 4ab on May 6 when three egg masses were observed in Flea Valley Creek leading to the subsite (Photo 19, Appendix C). One egg mass was near the confluence and stranded, but salvageable, and was translocated approximately 1.2 m to the nearby edgewater at Subsite 4ab (Photo 18, Appendix C). During the three surveys, a total of 196 YOY were observed (Photos 23–25, Appendix C). Of the 196 YOY, 35 were observed in August, 71 in September, and 90 in October. Of the total YOY, 69 (35%) were observed within eight designated breeding subsites (2c, 4ab, 4c, 4d, 5, 6c, 6d and 7b; Figures 3-4 through 3-9). This included 34 females, 57 males, 38 unknown adults, and 35 juveniles observed. Adult females averaged 60.8 mm SUL (n= 30, range= 43 to 72 mm) and weighed an average of 31.3 grams (g) (n= 28, range= 11.0 to 51.0 g). Adult males averaged 47.8 mm SUL (n= 46, range= 35 to 62 mm) and weighed an average of 17.7 g (n= 28, range= 10 to 27 g). A review of chin photographs of Poe individuals captured in 2025 revealed that eight adult female and two adult male FYLF were initially captured in 2024 and recaptured in 2025. Chin photograph methodology has been utilized on the Poe since 2004. Between 2004 and 2025, a total of 1,849 distinct individuals (923 female and 926 male) have been identified in the Poe Reach. 3.1.4 Water Temperature Monitoring Mainstem loggers were installed on April 1 and retrieved on October 7, 2025. The upstream logger was installed upstream of Subsite 7b, and the downstream logger was placed upstream of Poe Powerhouse and Subsite 1b. Mean daily mainstem temperatures in the Poe Reach ranged from 11– 22.6°C (mean=15.8°C) during the oviposition period (April 29–June 6). Mainstem temperatures were initially about 12°C at the upstream site and 8°C at the downstream site, and were about 12°C when breeding began. Temperatures peaked around 24.5°C beginning in mid-July before dropping below 20°C in mid-September (Figure 3-10). Typically, downstream, intra-reach warming occurs on the Poe Reach between Site 7 (upper) and Site 1 (lower), with daily mean temperatures on average 1°C to 2°C warmer at Site 1 (Figure 3-10). The FYLF oviposition period (April 29–June 6) is represented by the shaded blue area. 3.2 Protocol 1 Spill Recession Surveys During the Protocol 1 Spill Recession period, flows went from 716 cfs to 551 cfs over four stage drops between May 19 and May 22. Nineteen (25%) of the total egg masses (or tadpole groups that inferred egg masses) were found during the spill recession period. Egg masses/tadpole groups were found at subsites 2c, 4ab, 4c, and 7b; no egg masses or tadpole groups were observed at subsites 1b or 7c during any surveys (Appendix D; Figures 3-4 and 3-7). Subsite 2c was not a designated Spill Recession site though egg masses were found there during VES. A total of four egg masses were found scoured at subsites 4ab and 7b during the Protocol 1 Spill Recession period (Appendix D; Appendix F). A total of two attached egg masses were recorded as stranded, both at Subsite 7b, during the Protocol 1 Spill Recession period. Approximately 30 oviposition sites (marked with flagging on first observation) at sites 4 and 7 were monitored during the Protocol 1 Spill Recession. Several egg masses began hatching prior to the flagged oviposition site being exposed, though tadpole strandings were not observed as flows receded during the spill recession (Appendix D). During the Variance flow recession, flows went from 547 cfs to 166 cfs over 12 stage drops. Variance surveys were conducted every three days, with two additional surveys conducted at Subsite 4c on June 23 and July 14 to expedite translocating stranded tadpoles before the next change in flow level (Appendix E). During the survey period, approximately 1,858 healthy tadpoles were observed in suitable edgewater habitat and did not need translocation (this is a rough estimate as tadpoles were not captured; Appendix E). Twenty-four mortalities were recorded due to stranding. Approximately 1,236 individual tadpoles at subsites 4ab, 4c, 4d, and 7b were observed to have been stranded or in imminent danger of stranding and were translocated (rescued) to the nearest suitable edgewater habitat within the same subsite (Table 3-6). An additional five stranded tadpoles were recorded as moribund but were translocated anyway. No mortalities were associated with translocation efforts. The moribund tadpoles were seen swimming away after translocation as well. Life stages of tadpoles ranged from early leg bud development to full metamorphs (Gosner stages 26–46) during the Variance surveys. It is possible that some of the tadpoles were counted during more than one survey, but the number of recounts cannot be estimated. Also of note, dead tadpoles are extremely cryptic and can often be stranded in complex interstitial spaces or under refugia where they are difficult to detect. Table 3-6. Even so, 2025 egg mass numbers fell below the average (87 across years). As evidenced in Table 3-2 and Figure 3-11, Dry or Critically Dry water years see higher numbers of egg masses, while Normal and Wet years tend to have lower numbers. This may be reflective of greater amounts of suitable habitat available and flow stability during oviposition periods in the Dry or Critically Dry years. Habitat assessments in 2020, a Critically Dry year, and 2024, a Normal year, indicate a 60 percent reduction in breeding habitat at base flow levels (PG&E 2025b). Much of this loss is due to cobble bar inundation at higher base flows, deeper edgewater, and heavy encroachment of vegetation along the cobble bars and overhanging into the suitable edgewater habitat (Photos 1–17, Appendix C). Annual egg mass counts (Figure 3-1) and breeding subsite distribution declines (Figures 3-3 and 3-11) are also likely in part due to inundation of breeding habitat from higher baseline flow levels. The number of egg masses observed appears to have decreased since the new license was issued, relative to the numbers observed from 2001 to 2019 (Figure 3-1), though more post-license data are needed for a comparable analysis. This relative decrease may be attributable to several possible factors: 1) the higher base flows under the new license which have reduced habitat availability, as described in the 2024 FYLF monitoring report (PG&E 2025b), by partially or completely inundating suitable edgewater habitat at many of the known breeding sites (Appendix A); 2) direct or indirect effects of the Camp, Dixie, and Bear wildfires on breeding habitat and conditions; or 3) a combination of these factors. It is also important to note that Site 7 was added in 2020 which skews the number of egg masses detected annually and egg mass distribution amongst sites upwards (Figure 3-2). When Site 7 is excluded, the decline in use of historic breeding sites after the higher flow regime was implemented in 2019 is further demonstrated (Figure 3-11). The breeding period (38 days) observed in 2025 was 10 days longer than in 2024 and similar to the mean for Normal water type years (39.1 days; Table 3-4). Water year type may not be as good a predictor of reproductive patterns as hydrologic factors such as the magnitude, timing, and duration of higher and lower flows, which may not strongly correlate with water year type. For example, 2024 was considered an ‘aggressively normal’ water year because spring runoff flows were very high, similar to spring flows during a Wet water year type. The number of YOY observed during the three reach-wide surveys in 2025 (n= 196) was somewhat higher than average for a Normal water year (mean=178, n=5, range=75–292); however, YOY surveys have been inconsistent across years, making direct comparisons of annual YOY numbers problematic (Table 3-6). 4.1 Scouring and Stranding of Egg Masses and Tadpoles in 2025 Egg mass scouring and stranding occurred at sites 4 and 7 and was mostly observed during the Protocol 1 Spill Recession (Appendix D). The only other site monitored during the spill recession was Subsite 1b and no egg masses or other FYLF life stages were observed at that subsite in 2025. Four egg masses were recorded as partially or totally scoured in 2025 at subsites 4ab and 7b. Egg masses were considered scoured if observed as fully or partially detached from the oviposition substrate. It is important to note that since egg mass surveys began at Site 7 in 2020 as part of the new license implementation study, egg masses there have been scoured in Dry and Critically Dry years as well. In 2020 (Critically Dry), five egg masses were scoured from oviposition substrates and in 2022 (Dry), one egg mass was scoured at Site 7. A total of three egg masses were stranded in 2025, with two observed at Subsite 7b during the Protocol 1 Spill Recession surveys and another found stranded in early May in Flea Valley Creek, unrelated to the Protocol 1 Spill Recession (Figures 3-3 and 3-4; Photo 18, Appendix C). All stranded egg masses were salvaged and translocated to suitable edgewater habitat within the same subsite and hatched successfully. All stranded tadpoles were observed during the MIF Variance period. Ninety-eight percent were salvageable and translocated successfully to suitable edgewater habitat within the same subsite. Of the total 1,265 stranded or potentially stranded tadpoles recorded, just 24 (2%) were found dead. As egg masses hatched and tadpoles developed, tadpole groups associated with documented egg masses or egg mass clusters were stranded at 12 flow levels during the Variance ramp-down (Appendix E). The MIF Variance monitoring was conducted at two of the more productive breeding sites on the Poe Reach; other breeding sites were not monitored. It is likely that additional tadpoles were stranded in other areas. Since the likelihood of stranding is a function of site-specific morphology, the results from these two sites cannot be reliably extrapolated to other areas. Thus, tadpole fates were not documented nor were any rescues performed (unless encountered during regular VES breeding surveys). Rough estimates of tadpoles observed alive in the edgewater during the MIF Variance surveys were also recorded (Appendix D). Recruitment from tadpole to YOY stage in the two recent years with both spill recession and variance ramp downs (i.e., 2023 and 2025) was high (Table 3-5; PG&E 2024). More study will be needed to determine whether these results are related to successful tadpole salvage and rescue efforts or to more suitable conditions for tadpole rearing under these flow reductions, which are similar to natural summer conditions and may provide greater access to suitable habitat and food resources. As such, ramping, and summer variance ramping, may increase population recruitment, despite losses from tadpole stranding. No tadpole stranding was observed during the Protocol 1 flow reductions, which attempts to mimic the natural, seasonal flow reduction. While not strictly comparable, the data suggest that strandings may have been less dramatic during the Protocol 2 Spill Recessions of 2023 and 2024 relative to previous Normal and Wet water years when these ramp-down protocols were not in place. For example, in 2006 and 2011 (both Wet years) when the ramp down of flows was more rapid and extreme, 61 percent and 31 percent of egg masses were found stranded, respectively, at established breeding sites. Data from future surveys will continue to document any egg mass scouring or stranding at sites 1, 4, and 7, and other breeding sites during flow reductions, and may provide a better understanding of how protocol spill-recession ramp-down rates and higher base flows affect egg masses and developing tadpoles. The oviposition sites were found from approximately 3.5 m to eight m upstream of the confluence with the mainstem (Figure 3-5). While tributaries have not been regularly surveyed since 2005, Tributary 5 and the lower portion of Flea Valley Creek are used as access routes to breeding subsites. A total of 25 egg masses have been observed in tributaries since surveys began in 2003; of these, 14 (56%) were laid during Normal water years, including 2025. Thirty-two percent (n= 8) were laid in Wet water years. This is likely due to the lack of suitable edgewater habitat on the mainstem during higher flows. The remaining 12 percent were laid in Dry and Critically Dry years. Egg masses have been observed in Flea Valley Creek, Tributary 5, Tributary 6, two unnamed tributaries near Site 3, and Mill Creek. Oviposition sites in tributaries have ranged from three to 850 m distance from the confluence with the mainstem river. 4.3 Wildfires No wildfires occurred in the Poe Reach in 2025; however, the effects of recent fires (Dixie, Camp, and Bear) continue to impact tributary and river habitats. A light siltation event caused by an unknown source upstream occurred in mid-June 2025, though not as long-lasting or dense as some of those in previous years. Additionally, survey conditions have continued to deteriorate in Tributary 5 since the Camp Fire, with a loss of overstory, downed trees, and increasingly dense understory growth that requires substantial hand-clearing to gain access. These survey conditions make frogs more difficult to detect. Other FYLF-occupied tributaries that were burned during the 2018 Camp Fire are likely experiencing similar conditions (PG&E 2020). No stranded tadpoles were observed during this ramp-down. The MIF Variance monitoring was highly successful in preventing stranding of tadpoles at the two sites monitored (all egg masses had hatched before this ramp-down began). Ninety-eight percent of tadpoles stranded or at risk of stranding were successfully translocated and only 24 tadpoles (2%) were observed to have died as a result of stranding. No stranded egg masses were observed during the Variance. YOY counts were similar to other Normal water years and much higher than the preceding year, despite multiple ramp-down events during a substantial portion of the summer. The high YOY counts of 2023 and 2025 could indicate that ramping during variances may create more suitable rearing habitat and thereby contribute to higher recruitment. Spill Recession and other operational factors and their impacts on FYLF breeding activities and tadpole development will require more study to conclude that the spill recession is meeting the goal of the RRP to minimize Project operational impacts (including spill management, spill recession, ramping rates, and outages) to aquatic species. An emergency is defined as an unforeseen event that is reasonably out of the control of the Licensee and requires the Licensee to take immediate action, either unilaterally or under instruction by law enforcement or other regulatory agency staff, to prevent imminent loss of human life or substantial property damage. An emergency may include, but is not limited to: natural events such as landslides, storms, or wildfires; malfunction or failure of Project works; and recreation accidents.
