Re:Low-Level Outlet Inspection
Dear Mr. Cruzen:
This is in response to a letter dated November 19, 2025,from Mr. Robert Ellis that
submitted a low-level outlet (LLO) inspection report for Philbrook Main Dam, which is
part of the DeSabla-Centerville Project, FERC No. 803. We have reviewed the submittal
and your proposed plan to address the results in the Part12D review report, which is due
November 11, 2026, is acceptable. Your plan and schedule to perform the next 5-year
LLO inspection in 2030 and submit the results to us by February 28, 2031, is acceptable.
File your submittal using our eFiling system at https://www.ferc.gov/ferc-
online/overview. When eFiling, select Hydro: Dam Safety; San Francisco Regional
Office from the eFiling menu. The cover page of the filing must indicate that the
material was eFiled. For assistance with eFiling, contact FERC Online Support at
