I certify that, in the performance of the work for which this permit is issued, I shall not employ any person in any manner so as to become subject to the workers’ compensation laws of California. Owner-Builder Declaration I hereby affirm under penalty of perjury that I am exempt from the Contractors’ State License Law for the reason(s) indicated below (Section 7031.5, Business and Professions Code). A civil penalty of not more than five hundred dollars ($500) may be assessed for any violation. I, as owner of the property, or my employees with wages as their sole compensation, will do  all of or  portions of the work, and the structure is not intended or offered for sale. I, as owner of the property, am exclusively contracting with licensed Contractors to construct the project. I am exempt from licensure under the Contractors’ State License Law. Public Works Notice: Storm Water & County Code Storm Water Pollution Prevention: By signing, I certify whether this project WILL or WILL NOT disturb 1 acre or more of land. I understand that projects disturbing one acre or more (including phased projects) require a Construction Storm Water Permit from the State Water Board, and copies of the Notice of Intent (NOI), Storm Water Pollution Prevention Plan (SWPPP), and proof of payment must be provided to Butte County prior to construction. I am aware that submitting false information may result in permit revocation or other legal sanctions. County Improvement Standards: To meet Butte County Code Section 26-12, this project may require the construction of curbs, gutters, sidewalks, roads, access, drainage facilities, and/or waste enclosures. I must submit sufficient information to the Land Development Division (7 County Center Drive, Oroville, CA 95965) to demonstrate compliance. If improvements are required, plans must be approved and work must be constructed or secured prior to the issuance of this building permit. This process can require significant time. For questions, contact Land Development at 530.538.7266. Notice to Builders: Plan Check, Expiration, and Refunds Your plans are checked for compliance with California Building Codes and routed to other regulatory entities. A complete application and responsive communication will expedite your permit. Plan check fees cover up to three reviews; additional reviews will be billed on a time and material basis. Permits expire one year from issuance if work is not started or completed, and may be renewed up to two times with documented progress. A new full permit fee is required to reinstate an expired permit. Occupancy without a final inspection is illegal. Application Expiration & Refunds: Applications expire one year from the application date. Written refund requests may be made within 180 days of payment. Plan check fees are non-refundable if plan checking has begun. All refunds are subject to deductions for Building Division costs and a processing fee. All application materials are subject to the California Public Records Act. Environmental Health Notice This permit may require a clearance review from Environmental Health for water and sewer/septic. This review must be approved before the building permit can be issued. For questions, contact Environmental Health at 530.552.3880. *CAMP FIRE NOTICE* If your property was affected by the Camp Fire, you must obtain clearance from the separate Debris Removal Program with Public Health in addition to the building permit review. Both processes must be completed to issue your permit. Track progress at buttecountyrecovers.org. North Chico Flood Disclaimer This is an advisory that property in the North Chico area, near Mud Creek, Sycamore Creek, Rock Creek, and Keefer Slough, may be subject to flooding, regardless of its location in a FEMA 100-year floodplain. Residents and property owners have observed surface water of varying depths during rain events. You are advised to consider this potential for flooding when developing your property and to seek information from sources such as Butte County departments, FEMA, and the Department of Water Resources. Wildfire Notice Building permits in recent fire areas (e.g., Park, Thompson) will not be issued until the property is cleared of Fire Debris and Hazardous Materials. A building permit is a ministerial action based on applicant-supplied information and does not certify that a property is free from other health hazards or dangers, such as fire-damaged trees. The applicant is responsible for inspecting the property and identifying and avoiding any potential hazards.
