2026 Dam Safety Inspection Follow-up
Dear Mr. Blackett,
This letter provides a response to the Commission letter dated June 30, 2026 requesting a response,
and if applicable, a plan and schedule to address comments related to observations made during the
June 8-9, 2026 Dam Safety Inspections.
FERC Action Item:
Assess the need to evaluate the condition and integrity of the rock bolt anchors within the valve
chambers at both Little Grass Valley dam and Sly Creek dam, given the observed apparent advanced
corrosion of some of the rock bolt nuts and a number of locations where the face plate is no longer
bearing on rock.
Response:
SFWPA will evaluate the condition and integrity of the rock bolt anchor systems within the valve
chambers at Little Grass Valley Dam and Sly Creek Dam. The evaluation will include a review of available
design and construction documentation, inspection records, photographs, and observed conditions,
including apparent corrosion of exposed anchors and locations where bearing plates are no longer in
full contact with the rock surface. The evaluation will assess the function and significance of the
anchors, their importance to maintaining rock stability within the valve chambers, and whether the
observed deterioration could affect their intended performance. Based on the results of the evaluation,
SFWPA will determine whether additional assessment is warranted. Potential follow-up activities, if
supported by the findings, may include visual inspections, sounding of steel bars, nuts and bearing
plates, measurement of corrosion-related section loss, assessment of plate bearing conditions, and
evaluation of whether rehabilitation or replacement of affected components should be considered.
Because access to the valve chambers is seasonally constrained by weather conditions and is typically
limited from approximately November through May, any field investigations that may be identified as
part of the evaluation will be planned during periods when safe access is available. The evaluation will
be completed by October 31, 2027, and any recommended follow-up investigations or corrective
actions will be identified based on the findings.
