ENCLOSURE CONTAINS CUI//CEII – DO NOT RELEASE
Dear Frank L. Blackett:
This letter reports on the completion of Pacific Gas and Electric Company’s (PG&E) efforts to address
the Federal Energy Regulatory Commission’s (FERC) comment on the 2021 emergency action plans
and dam breach analysis and inundation maps for Bucks Storage Dam, Bucks Diversion Dam, Grizzly
Forebay Dam, and Three Lakes Dam, which are part of PG&E’s Bucks Creek Hydroelectric Project,
FERC No. 619. PG&E received FERC’s comment in a letter dated April 20, 2026. Addressing FERC’s
comment involves providing updated extension of time requests for Comments 1–8 that FERC
provided in a letter dated May 2, 2025. Included with PG&E’s extension of time requests is a
reasoned basis for the request, per Title 18 of the Code of Federal Regulations, Section 12.40(d).
A summary and conclusion of PG&E’s efforts to address the comment is enclosed with this letter
(Enclosure 1), including the updated extension of time requests for Comments 1–8.
PG&E believes FERC’s April 20, 2026, comment has been satisfactorily addressed based on the
information enclosed with this letter. Should you have technical questions concerning this matter,
please contact Ben Fontana, senior dam safety engineer for PG&E, at (530) 762-9459. For general
questions, please contact Andrew Garcia, license coordinator for PG&E, at (530) 228-8990.
Sincerely,
Robert O. Ellis, P.E., G.E.
