Re:Annual Part 12D Status Report for Outstanding Recommendations, Extension of
Time Request,and Plan and Schedule for Multiple Items
Dear Mr.Moseley:
This is in response to a letter dated December 30, 2025, from Ms. Kristen
McKillop that submitted a status report for the outstanding recommendations associated
with the Twelfth Part 12D report for multiple developments, all of them part of the South
Feather Power Project, FERC No. 2088. We have reviewed your submittal and have the
following comments:
1.This letter is responsive to the proposed revised plans and schedules and
extension of time requests contained in the status report. The nine attached
studies will be responded to under separate cover. As a clarifier, the annual status
report is intended only to provide the status of the recommendations. Specific
deliverables for recommendations (e.g new studies)should be submitted under
separate cover.
2.The plan and schedule to submit additional items for recommendations Little
Grass Valley R-2, Sly Creek R-27 and Lost Creek R-20 by December 31, 2026,is
acceptable.
3.We have reviewed your proposed extension of time and grant your request to
submit the analyses from recommendation R-31 for Sly Creek Dam (spillway
weir stability analysis) by May 31, 2026.
4.Some of the recommendations involve revisions to the Dam Safety Surveillance
and Monitoring Plans (DSSMPs)for the various developments by a proposed

date, but it is not clear if those documents will be submitted to us. All revisions to
DSSMPs should be submitted for our review and comment.
Within 30 days of the date of this letter provide responses to our comments. File
your submittal using our eFiling system at https://www.ferc.gov/ferc-online/overview.

menu. The cover page of the filing must indicate that the material was eFiled. For
