Box 28209 Oakland, CA 94604 June 29, 2026 Via Electronic Submittal (E-File) Debbie-Anne Reese, Secretary Federal Energy Regulatory Commission Division of Hydropower Administration and Compliance 888 First Street, NE Washington, D.C. 20426 RE: Poe Hydroelectric Project, FERC No. 2107-CA Extension of Time Request for Section 401 Water Quality Certification Condition 1 & 9 and Section 4(e) Condition 23 Amendment Requests and Amphibian Monitoring Plan and Poe Bypass Reach Fish and Benthic Macroinvertebrate Monitoring Plan Updates Dear Secretary Reese: This letter respectfully requests the Federal Energy Regulatory Commission’s (FERC) to extend the June 30, 2026, deadline to December 31, 2026, to respond to the Additional Information Request in FERC’s August 13, 2025, letter regarding Pacific Gas and Electric Company’s (PG&E) amendment request for Section 401 Water Quality Certification Conditions 1 & 9 and Section 4(e) Condition 23 (Amendment) and the Poe Bypass Reach Fish and Benthic Macroinvertebrate Monitoring Plan Updates. PG&E is seeking an extension of time because discussions with the Forest Service regarding the amendment language for Section 4(e) Condition 23 are still ongoing. PG&E initiated the amendment process in October 2024 and filed the amendment requests with both the State Water Resource Control Board (SWRCB) and the Forest Service on December 19, 2024. PG&E is continuing to work with the Forest Service and SWRCB to resolve outstanding language issues. Additional time is necessary to allow these interagency discussions to progress and to finalize mutually acceptable amendment language. PG&E is respectfully requesting until December 31, 2026, to provide FERC a biological evaluation/assessment for review as appropriate and to file Forest Service and SWRCB concurrence on amendment requests for Section 401 Water Quality Certification Conditions 1 & 9 and Section 4(e) Condition 23 and the Poe Bypass Reach Fish and Benthic Macroinvertebrate Monitoring Plan Updates. If you have questions or comments regarding this matter, please contact Anna Urias, license coordinator for PG&E, at (530) 201-1961.
