Corrective Measures outlined in response to the 2022/Twelfth Part 12D Independent
Consultant’s Safety Inspection Report for Little Grass Valley Dam
Dear Mr. Blackett,
This letter provides updates to the South Feather Water and Power Agency’s (SFWPA) previously
submitted plan and schedules (P&S) to address proposed recommendations outlined in the Twelfth
Part 12D Independent Consultant’s Safety Inspection Reports, and a response to your comments
outlined in your letter dated January 16, 2026. While our ongoing P&S updates provided progress on
addressing recommendations, we appreciate the opportunity to further clarify status in response to
your comment: “Regarding seismicity at Little Grass Valley Dam: In the Part 12D report the ICs’
observed that, based on STID Section 5, the most recent complete deterministic ground motions are
from a 2007 report which utilizes 1997 attenuation relationships. Note that as part of the 2012 Part
12D Reports (including Little Grass Valley Dam) the ICs updated Section 5 of the STIDs using the Next
Generation Attenuation (NGA) 2008 relationships, which superseded the referenced 2007 estimates. It
is not clear when or why those updates have been removed or lost. Explain why the 2012 updates are
no longer needed, or revise Section 5 to ensure those results are re-added. Note that this issue should
be checked for the other project STIDs (unless they have more recent updates).”
As the Commission noted, the 2012 Part 12D Reports included an updated Section 5 of the STIDs. When
the STIDs were updated in 2014, the Draft versions did contain the Next Generation Attenuation (NGA)
2008 relationships, as included in the 2012 Part 12D Reports. Unfortunately, the 2014 Final version,
and all subsequent STID updates reverted to the NGA relationships documented prior to the 2012 Part
12D Reports. At this time, we are under contract with Schnabel Engineering to complete STID updates
for all high-hazard dams, and Section 5 will be updated to include the most current ground-motion
prediction modeling available. We plan to submit documentation of the STID updates to the
Commission by December 31, 2026.
