Thank you for your continued commitment to learning, leadership, and public service. Whether
celebrating a new credential, reconnecting with fellow alumni, or preparing for the challenges
ahead, the CSAC Institute is proud to support leaders throughout every stage of their
professional journey.
This week, we are celebrating Colusa County graduates, highlighting our first LA County
ELDP Alumni Event, and looking ahead to the 2026–2027 Technology Executive Credential
Program and the launch of our California Realignment Training.

On Tuesday, August 11th, 2026, we had the opportunity to celebrate the Colusa County
Graduates as they earned their Executive Credential through the CSAC Institute Butte-
Colusa-Glenn Regional County Campus, hosted by Butte County.
This regional campus took place from September 2025 through May 2026, bringing together
public-sector leaders from across the region for a transformative 9-month learning experience.
One participant shared, "As a new leader in my organization, the CSAC Institute was a great
resource to start my journey!"
By cultivating a space where seasoned and emerging leaders from multiple counties could learn
alongside and from one another, the regional campus encouraged the exchange of ideas,
perspectives, and experiences while building relationships that extend beyond county lines.
We are grateful to Colusa County for investing in the continued growth and development of its
employees, and to Butte and Glenn counties for their partnership in making this regional
learning experience possible.

Prepare for the Future of County Technology Leadership
County technology leaders are navigating an increasingly complex landscape, from emerging
technologies and evolving cybersecurity needs to the growing demand for innovative, effective
public services. The 2026–2027 Technology Executive Credential Program, offered by the
CSAC Institute in partnership with the California County Information Services Directors
Association (CCISDA), is designed to help leaders meet these challenges with confidence.
This year-long cohort provides participants with opportunities to:
· Strengthen their leadership and executive skills
· Build a statewide network of county technology professionals
· Learn directly from experienced county CIOs and technology executives
· Apply new skills and insights to a real-world county technology challenge through a
capstone project.

Registration remains open through September 30. A limited number of CCISDA scholarships are
available to county IT professionals from smaller counties or those without current representation
in the program. Each scholarship covers the full $1,299 program fee.

Registration Now Open: California Realignment Training
October 28–29
For more than three decades, Realignment has shaped the state-county relationship and how
California counties finance and deliver critical Health & Human Services and Public Safety
programs. The 1991 and 2011 Realignment initiatives shifted significant program and fiscal
responsibilities from the state to counties, creating funding structures that remain central to
county operations today.
This two-day training moves from the historical and political decisions that shaped Realignment
to the practical mechanics county professionals navigate today. Participants will explore:
· The historical and political context behind the 1991 and 2011 Realignment initiatives
· How Realignment revenues are generated, allocated, and distributed
· Base and growth funding and the implications for county budgeting and forecasting
· Health, Behavioral Health, Social Services, and Public Safety funding structures
· Current state and federal policy developments affecting county programs
· Practical considerations for fiscal planning and program administration
Who Should Attend?
The program is designed for Health & Human Services leaders, fiscal professionals, and
program managers responsible for planning, financing, and administering county services. It is
also valuable for professionals who are newer to Realignment and want to build a stronger
understanding of the system and how its various pieces fit together.

Alumni Programming for the
LA County Executive Leadership Development Program
On August 12, 2026, the CSAC Institute hosted its first LA County Executive Leadership
Development Program (ELDP) Alumni Event. Tommy Royston, PhD, introduced the High-
Performance Organization (HPO) Model to alumni in an hour-long virtual session.
One participant shared that the session, “was a great open forum filled with positivity.”
This event was part one of a two-part series that will provide ELDP alumni with a chance to
reconnect with peers, make new connections with the over 600 program alums, and continue
their life-long learning journey.
Part two will be in two weeks onsite in LA County following the launch of ELDP Cohorts 49 and
50 on August 26, 2026.
