Thank you for your continued commitment to learning, leadership, and public service. Whether
celebrating a new credential, reconnecting with fellow alumni, or preparing for the challenges
ahead, the CSAC Foundation is proud to support leaders throughout every stage of their
professional journey.
This week, we are highlighting the Technology Executive Credential Program, California
Realignment Training and our upcoming virtual courses.
The Technology Executive Credential Program, offered in partnership with the California
County Information Services Directors Association (CCISDA), prepares current and emerging
county technology leaders for the growing leadership demands of today's IT environment.
The year-long program combines technology leadership, governance, and executive
development while providing participants with opportunities to learn from experienced county
technology leaders and build relationships with peers across California.
The 2026-2027 program features refreshed coursework addressing today's technology
leadership challenges, including Building High-Performing IT Teams in Government and AI in
Today's Landscape and the Future.
Participants complete 10 courses: five focused on IT leadership and five CSAC Institute courses
focused on governance and leadership.
Registration for the 2026-2027 cohort is open through September 30.

Do you understand how Realignment funding flows through your county, and what
changes in state and federal policy could mean for the programs you administer?
California's 1991 and 2011 Realignment initiatives shifted significant fiscal and program
responsibilities from the state to counties. Today, those funding structures remain central to
Health & Human Services, Behavioral Health, Social Services, and Public Safety programs
across California.
The CSAC Foundation's two-day training goes beyond the history of Realignment to help county
professionals understand how the system works today, including how revenues are generated
and distributed, base and growth funding, and the implications for county budgeting, forecasting,
and program administration.
Why this matters now: H.R. 1 is reshaping the fiscal and operational landscape for counties,
with significant changes to Medi-Cal and CalFresh funding, eligibility, and administrative
requirements. Understanding Realignment and how these changes intersect with county funding
and service delivery is increasingly important for professionals responsible for Health & Human
Services and Public Safety programs.
