Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) construction authorization
request for a road Improvement project (Project) on Bucks Penstock Road, which is part of the
Bucks Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 619.
The Project will implement road improvements along Bucks Penstock Road (NF-24N34)
consistent with the Transportation Management Plan incorporated into the Bucks Creek license.
At milepost 2.2, a sharp and narrow switchback limits the ability of larger vehicles to travel
farther down the road and poses a hazard to smaller vehicles. PG&E proposes to widen the turn
so a large truck, such as an F550, can safely make the turn. The work includes installation of an
approximately 56-foot-long Hilfiker welded wire mat retaining wall, regrading around the wall
and turnout, installation of a subdrain and drainage improvements, and related vegetation
trimming, excavation, backfill, compaction, and cleanup activities. Implementation of the Project
will conform to the applicable license requirements outlined in the Transportation Management
Plan and improve safe access along the road.
Enclosed with this submittal, please find the Project Description (Enclosure 1), Quality Control
Inspection Program (Enclosure 2), 100% design drawings (Enclosure 3), Design Criteria
Memorandum (Enclosure 4), and design calculation package (Enclosure 5). PG&E has
reviewed the consultant prepared supporting documents and concurs with the information
presented therein.
PG&E plans to mobilize to the site in June 2027, begin construction in July 2027, and complete
construction by September 2027. PG&E plans to provide a final construction report within 90
days of construction completion, or no later than December 29, 2027.
PG&E respectfully requests FERC authorization to proceed with the Project. Should you have
