Thank you for your continued commitment to learning, leadership, and public service. As we
move into fall, there are new opportunities to deepen your knowledge, connect with fellow county
professionals, and continue your professional development through the CSAC Institute. We’re
excited to share what’s happening across our programs and what’s coming up next.
This week, we are highlighting how to Register for Special Programs, ELDP Launch, and
looking ahead to our upcoming virtual courses.

2026-2027 Technology Executive Credential Program
For the 11th consecutive year, the CSAC Institute, in partnership with California County
Information Services Directors Association (CCISDA), is proud to offer the Technology
Executive Credential Program. This unique partnership provides participants with a well-
rounded leadership experience by combining executive leadership development with peer-led
technology education, tailored to the challenges and opportunities facing county government.
Discover new opportunities to lead and connect with new courses and hands-on experience.
Participants will gain practical skills, build valuable connections, and bring new ideas back to
their counties!

With the required supervisor and county approvals, participation is supported to promote
success throughout the year. The cost to participate in the credential program is $1,299. View

To reserve your spot, click the “submit your application” button below to complete registration
through CCISDA’s website. Once registration is completed, participants will receive a
confirmation email from CCISDA.

California Realignment: Why Attend — Even If You’ve
Attended Before?
California Realignment isn’t static. The funding may be familiar, but the environment in which
counties must manage it continues to change.
On October 28–29 in Sacramento, the CSAC Foundation’s California Realignment Training will
bring county professionals together to strengthen their understanding of the fiscal systems
behind billions of dollars in county services - and apply that understanding to the decisions they
are making today.
Why come back if you’ve attended before?
Realignment is complex by design. Returning to the fundamentals with additional county
experience often brings a different perspective—and this year’s training will place greater
emphasis on connecting those fundamentals to current county challenges.
Participants will examine how 1991 and 2011 Realignment revenues are generated and
distributed, how base and growth funding work, and how these systems affect county budgeting,
forecasting, and program administration. The course will also provide an opportunity to consider
Realignment in today’s changing fiscal and policy environment, including the implications of H.R.
1 for health and human services programs and county operations.
Whether you are new to Realignment, have taken the course before, or work with these funding
streams every day, the goal is the same: move beyond knowing that Realignment exists to
better understanding how it works, why it works that way, and what it means for the
decisions counties make.
The training is especially relevant for health and human services leaders, fiscal
professionals, analysts, and program managers responsible for planning, financing, and
administering county services.

Galia Cohen, PhD
September 25, 2026, 9am-2:30pm PST | Virtual
Even great employees can make poor decisions – how
leaders respond can make all the difference. In this course,
you will be exploring why good employees engage in
problematic behaviors. Participants will learn practical
strategies for addressing workplace challenges while
building a culture of trust, accountability and ethical decision making.
Galia Cohen, PhD, is the Department Head and Assistant Professor of Public Administration at
Tarleton State University, where she specializes in organizational behavior and development. An
experienced professional development instructor, she has delivered leadership training to public-
sector professionals across the country on topics including employee engagement, negotiation
and conflict management, ethical use of power, and managing diverse and multigenerational
workforces.

Executive Leadership Development Program
Launches in LA County!
LA County Director of Personnel, Lisa Garrett, welcoming ELDP Cohorts 49 and 50
The Los Angeles Executive Leadership Development Program (ELDP) kicked off its newest
chapter on August 26-27, 2026. Please join us in welcoming 47 new members to ELDP Cohorts
49 and 50 as they begin a 15-week leadership journey. ELDP includes 14 classes, executive
coaching, and group projects that tackle complex county challenges. We're excited to see this
next generation of county leaders grow, connect, and lead.
