Part 12D Safety Inspection Report
Dear Mr. Cruzen:
This is in response to letters dated December 6, 2024 and March 31, 2025 from
Mr. Robert Ellis that submitted a response to our comment No. 1 regarding the PFHA
using stage-frequency analysis,and a response to our comment Nos 1 through 3 on the
PFHA for Recommendation 3 from the 11th Part 12D Safety Inspection Report for Bucks
Lake Dam, which is part of the Bucks Creek Project, FERC No. 619. We have reviewed
the submittals,and we have the following comments:
1.The March 31, 2025 report from RTI recommends that “…when assessing the
probability of overtopping,consider both the streamflow-based analysis results
alongside the Stochastic Event Flood Model (SEFM)analysis results.”. It is
unclear how you would combine both SEFM and RMC-RFA curves for your risk
analysis since these analyses are two different approaches but being used to
develop a representative Hydrologic Hazard Curve (HHC or Stage-Frequency
Curve) for the project, independently. In addition, there is a significant AEP
discrepancy between these two methods. Clarify RTI’s recommendation and how
it will be applied.
2.Your 2024 submittal used the HEC-SSP tool instead of the RMC-Bestfit to
determine the flow frequency curve applied in the RMC-RFA tool to develop the
HHC. Evaluate whether your 2024 analysis could better address the 11th Part 12D
Recommendation 3 by utilizing the RMC-BestFit instead of the HEC-SSP to
determine a more representative flood frequency curve by incorporating additional
critical information, such as: a) quantile priors to reduce the uncertainties for the

extreme events, b) investigating and incorporating historical and paleoflood
information, and c) other refinements to better match the empirical data and to
improve uncertainty for the extreme events.
An additional sensitivity test could be performed using the RMC-RFA model to
determine if it produces similarly inconsequential impacts to the SEFM model
with 50% blockage of the spillway.
3.Note that your cover letter does not indicate your concurrence with the report. In
the future, this may be considered grounds for rejection due to lack of documented
review and concurrence with a consultant’s report.
