Dear Frank L. Blackett:
This letter presents 100-percent approved-for-construction drawings (AFC) and an updated Quality
Control Inspection Plan (QCIP) showing an updated inspector for PG&E’s project to repair the
upstream face at Bucks Storage Dam, which is part of Pacific Gas and Electric Company’s (PG&E)
Bucks Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 619.
PG&E submitted the original package to FERC in a letter dated March 12, 2026. FERC authorized
the upstream face repairs in a letter dated July 20, 2026. PG&E submitted revised construction
documents in a letter to FERC on August 6, 2026.
The AFC drawings from the 100-percent drawing set (Enclosure 1) and the updated QCIP showing
an updated inspector (Enclosure 2) are enclosed with this filing. The replacement inspector resume
for Mr. James Layfield can be found in the QCIP Appendix B. PG&E has reviewed the consultant’s
work products and concurs with the information presented therein.
PG&E respectfully requests FERC authorization to add the proposed inspector who will assume
the inspection role for this project. Should you have technical questions concerning this matter,
