Dear Frank L. Blackett:
This letter reports on the completion of Pacific Gas and Electric Company's (PG&E) efforts to address the
Federal Energy Regulatory Commission’s (FERC) comments (C-1 through C-3) on the Oro Fino overhead
project for DeSabla Forebay Dam, which is part of PG&E’s DeSabla-Centerville Hydroelectric Project,
FERC No. 803. PG&E submitted the original request for construction authorization in a letter dated April 9,
2026. PG&E received FERC’s original comments in a letter dated June 11, 2026, which PG&E addressed
in a letter dated July 23, 2026. PG&E received C-1 through C-3 in a letter dated September 9, 2026.
Summaries and conclusions of PG&E’s efforts to address C-1 through C-3 are enclosed with this letter
(Enclosure 1). Also enclosed are revised construction documents, including the project description
(Enclosure 2), quality control inspection program (Enclosure 3), and a temporary construction emergency
action plan (Enclosure 4).
PG&E believes C-1 through C-3 have been satisfactorily addressed based on the information enclosed
with this letter and no further action is necessary. PG&E plans to release the project to construction in fall
of 2026. PG&E plans to provide a final construction report within 90 days of completing construction,
otherwise PG&E will provide an update on the project status and a plan and schedule for further action by
January 7, 2027.
